REQUEST FOR SEALED BIDS
Sealed proposals for the below bid packages will be received by Mead School District for construction subcontracts to the GC/CM contract agreement between Bouten Construction Company and Mead School District for the Midway Elementary Modernization and Addition project. The following bid packages are part of this advertisement of request for bids. For a detailed description of each bid package refer to the bid package document as provided by Bouten Construction.

It is the responsibility of the bidder to ensure that the sealed proposals are received at the bid opening location by the noted deadline. The Bid Package number and submittal date must appear on the outside of all bids submitted. Faxed, E-Mail, Electronic, or Verbal proposals will not be accepted. Bids will be publicly opened and read aloud immediately following the deadline.
No bidder may withdraw its bid after the hour set for the opening thereof, unless the award of the contract is delayed for a period exceeding 90 calendar days.
Bids received after the date and time stated above WILL NOT receive consideration. Successful bidders for this work will be subcontracting directly with Bouten Construction Company using the Bouten Construction Company Subcontract Agreement and/or Purchase Agreement included as an exhibit in each Bid Package.
GC/CM BIDDING
Bouten Construction Company will be bidding on the following Bid Package:

BP-02 Demolition
Sealed proposals for this bid package will be received at the address noted above, attention Ned Wendle, Mead School District. The Bid Package number and submittal date must appear on the outside of all bids submitted. Any firm failing to submit its proposal in accordance with the procedures set forth in the Instructions to Bidders may be considered non-responsive.
BID GUARANTEE
A Bid Bond is required for all bid amounts equal to or greater than $300,000. A surety company bid bond, a cashier’s check or a certified check payable to the order of Bouten Construction Company, shall accompany each bid in an amount not less than five percent (5%) of the total base bid amount. Failure of the bidder to provide a bid guarantee shall render the bid non-responsive.
QUESTIONS
For Bid Packages 01, 03, 04, 05 and 06, questions that develop during the bid period must be faxed or emailed to Bouten Construction Company Attn: Ryan Brown (Fax: (509) 535-6047/Email: ryanb@boutenconstruction.com). DO NOT present questions to the Owner, Architect, or Engineers regarding these bid packages.
For Bid Package-02, direct questions to Greg Brown, OAC Services and sent to (509) 481-9345 Phone, via written correspondence, or via e-mail (gbrown@oacsvcs.com). DO NOT present questions to the Contractor, Owner, Architect, or Engineers for BP-02.
All questions and answers will be published via addenda during the bid period. Questions are due by March 21, 2017. Questions received after March 21, 2017, will not be answered.
PRE-BID WALKTHROUGH
A pre-bid walkthrough will be held on Monday, March 20, 2017 at 4:00PM. The walkthrough will meet at the main school entrance (821 E Midway RD, Colbert, WA 99005). Attendance is not mandatory, but strongly encouraged.

MWBE GOALS
Mead School District and Bouten Construction Company are committed to the participation in its contracts by MWBE firms certified by the State of Washington’s Office of Minority and Women’s Business Enterprises (OMWBE). No minimum level of MWBE participation shall be required as a condition of this subcontract, however MWBE participation is strongly encouraged.
REJECTION OF BIDS
Mead Elementary School reserves the right to reject any or all bids, and the right to waive any informalities or irregularities in any bids received.
