Contractors may obtain electronic copies of plans and specifications from the Capital Projects Manager,
Don Skillingstad by phone at (509)344-1869 or email at dskillingstad@spokanetransit.com. Plans and
specifications may also be viewed at local and regional plan centers.
The project generally consists of the construction of a park and ride facility which includes approximately
220 parking stalls, three (3) loading bays, shelters, technology shelter, security cameras, lighting,
stormwater facilities, landscaping and frontage improvements.
The minimum prevailing wage provisions for Washington State law or Federal Davis Bacon, whichever is
greater, as well as federal wage provisions apply to this project including but not limited to certified payroll
submittal. Use of DBE/MBE/WBE/MWBE contractors and suppliers is encouraged but not mandatory.
Contractors submitting bids may contact the Washington State Office of Minority and Women’s Business
Enterprise to obtain information on certified firms.
The Owner reserves the right to reject or accept any or all bids and to waive minor informalities in the
