TITLE: Old Heat Renovation Package #3
AGENCY: Central Washington University
DESCRIPTION: The project site is within the campus of Central Washington University in
Ellensburg, Washington. The project consists of a full buildout of both the
annex side and steam side of the old heat plant. Abatement and major
demolition have been completed in the first 2 packages. Major MEP, IT
and Fire systems have been installed in Package #2. Package #3 is
primarily a TI buildout of the entire building. This includes branch duct
and pathway as well as finishes. There is selective demolition, as well as a
new roof, new windows at the steam side and new floor slabs. There is
also landscaping in this package. The project is targeting a Silver rating
under the USGBC LEED for New Construction system.
SUBMITTAL TIME/DATE/LOCATION: Sealed Bids (Form of Proposal Part 1) will be received up to
3:00 PM PACIFIC TIME, Tuesday, September 12, 2017 at Central
Washington University’s Jongeward Plant Services Building, located at
205 E. 11th Avenue, Ellensburg 98926, on a general contract, including
mechanical and electrical work, for the Old Heat Renovation project. Bids
received after the day and hour above stated will not receive consideration
and will be time/date stamped and returned to bidder unopened. Prior to
4:00 PM on Tuesday, September 12, bidders shall submit bids on alternates
and provide subcontractor and MWBE participation information (Form of
Proposal Part 2). Shortly after 4:00 PM PACIFIC TIME, bids (Part 1 and
2) will then be publicly opened and read aloud.

PRE-BID CONFERENCE: The Project site is available for inspection by prospective bidders at a prebid
conference and site walk-through at 1:30pm on Tuesday, August 29,
2017 in Jongeward Room 116. Jongeward is located on the CWU
Ellensburg Campus, 205 E. 11th Avenue. Limited visitor parking is
available in front of the building, as well as limited street parking or $5
daily passes can be purchased at brown ticket dispensers located
throughout campus. A ticket dispenser is available at the CWU
Conference Center parking lot at 600 E. University Way, Ellensburg, WA
Attendance at the pre-bid conference and site walk-through is
encouraged but is not mandatory. A site walk-through at other times can

Beginning August 23, 2017 bidders may obtain plans and specifications for this work from Standard Digital Print,
256 W Riverside Avenue, Spokane, WA 99201, Telephone (509) 624-2985 or 1-800-732-1024, Fax (509) 747-
6808 upon receipt of $250.00 refundable check per set made out to Integrus Architecture. A check must be inhand
before plans will be mailed. Bidders not wishing to return sets for a refund may arrange for purchasing the
set directly through Standard Digital Print. If shipping is required, bidders may make arrangements directly with
Standard Digital Print for shipping billed to the bidder’s corporate shipping account. A General Contractor is
limited to two sets of plans; Mechanical and Electrical Contractors are limited to one set. Interested parties may
purchase individual sheets for the cost of printing at Standard Digital Print.
Bid Documents may also be viewed and ordered online at Standard Digital Print’s on-line bid document service at Select “Public Jobs” and then “CWU South Neighborhood Project Old Heat

required, $250 should be mailed to Standard Digital Print; no refunds will be offered for sets purchased directly
through the on-line document service.
Free-of-charge access to project bid documents (plans, specifications, addenda, and Bidders List) is also provided
to Prime Bidders, Subcontractors, and Vendors by going to and clicking on “Posted Projects”,
“Public Works”, and “Central Washington University”. This online plan room provides Bidders with fully usable
online documents with the ability to: download, view, print, order full/partial plan sets from numerous
reprographic sources, and a free online digitizer/take-off tool. It is recommended that
Bidders “Register” in order to receive automatic e-mail notification of future addenda and to place themselves on
the “Self-Registered Bidders List”. Bidders that do not register will not be automatically notified of addenda and

In accordance with RCW 39.30.060, the Bidder is required to provide the names of the Subcontractors with whom
the Bidder will directly subcontract for the performance of heating, ventilation and air conditioning (HVAC),
plumbing and electrical for this project.
Bidder Responsibility will be evaluated for this project. In determining bidder responsibility, the Owner shall
consider an overall accounting of the criteria set forth in “002000 RESPONSIBILITY CRITERIA”. Please direct

Voluntary numerical MWBE goals of 10% MBE and 6% WBE have been established for this project.
Achievement of the goals is encouraged. Bidders may contact the Office of Minority and Women’s Business
Enterprise to obtain information on certified firms. No preference will be included in the evaluation of
bids/proposals, no minimum level of MWBE participation shall be required as a condition for receiving an award
or completion of the contract works, and bids/proposals will not be rejected or considered non-responsive on that
