Contractors may obtain electronic copies of plans and specifications from the Capital Projects Manager,
Robert Bielaski by phone at (509) 344-1868 or email at email@example.com. Plans and
specifications may also be viewed at local and regional plan centers.
The project generally consists of re-constructing the curb and sidewalk along Zones 6, 7, and 8 of the STA
Plaza on Sprague Avenue. These improvements will include traffic control, demolition, installation of
conduit, and construction of footings, curbline, and sidewalk.
The minimum prevailing wage provisions for Washington State law as well as federal wage provisions
apply to this project including but not limited to certified payroll submittal. Use of
DBE/MBE/WBE/MWBE contractors and suppliers is encouraged but not mandatory. Contractors
submitting bids may contact the Washington State Office of Minority and Women’s Business Enterprise to
obtain information on certified firms.
The Owner reserves the right to reject or accept any or all bids and to waive minor informalities in the
