Sealed bids for the above Bid Packages shall be HAND DELIVERED ONLY no later than
Thursday, June 20, 2019, at the time indicated above to Kootenai Health (2003 Kootenai
Health Way, Coeur d’Alene, ID) in the Bouten Construction Company construction office
located on the second floor just off the North Lobby. Bids will be publicly opened and read
aloud immediately following the deadline.
1.2 These instructions are provided to bidders, so they may properly respond to the instructions to
bidders – bid package. Each bidder is directed to carefully review these instructions and all the
referenced documents prior to submitting their bid.
1.3 Questions regarding the bid shall be directed, in writing, to Bouten Construction Company
(Attention: Levi McPhee) no later than 5:00 PM (PST) Monday, June 10, 2019. Bidders are
NOT to contact the Owner or the Architect directly with questions regarding the bid.

1.4 A pre-bid meeting will be held in the Bouten Construction Company construction office just
off the north lobby at Kootenai Health (2003 Kootenai Health Way, Coeur d’Alene, ID) on
Thursday, June 6, 2019, at 12:30PM (PST).
PART 2: CONTRACT DOCUMENTS
2.1 The following documents comprise the Contract Documents and bidders should thoroughly
review the complete Contract Documents package in preparation for submitting a bid:
A. Plans dated May 31, 2019, prepared by NAC Architecture.
B. Addenda: Addenda, if any, will be issued by the CM/GC and are to be acknowledged by
the bidder on the Bid Form included herein.
C. Bid Package: The entire bid package provided by the CM/GC is to be considered as
included in the Contract Documents.

PART 3: SUBMISSION AND FORM OF BID
3.1 Sealed bids for the above Bid Packages shall be HAND DELIVERED ONLY at the dates and
times listed in Part 1 above. Bid turn-in location is at Kootenai Health (2003 Kootenai Health
Way, Coeur d’Alene, ID) in the Bouten Construction Company construction office located on the
second floor just off the north lobby. Bids will be publicly opened and read aloud immediately
following the deadline. Bids shall be addressed to:

Bidder shall clearly state on the bid envelope the specific bid package that they are bidding.

It is the responsibility of the bidder to ensure that the sealed proposals are received at the bid
opening location listed above by the advertised deadline. Bids received after the date and time
stated above will not receive consideration and will not be opened. Telephoned, faxed, email,
electronic or verbal bids will not be accepted.
3.2 All bids shall be submitted on the Bid Form included in the bid package and must be signed in ink
by an authorized representative of the bidder. An authorized representative of the bidder must
initial each change appearing on the Bid Form. All blanks on the Bid Form must be filled in and
completed by the bidder. Bids which are incomplete, conditioned or qualified in any way, contain
erasures or alterations, include alternate bids, or other items not called for on the Bid Form and in
the bid package, are not in conformity with the law or with these instructions, contain a statement
by the bidder reserving the right to accept or reject an award or to enter into the contract, or
include any other irregularity shall be rejected as nonresponsive if the irregularity is material and
may be rejected as nonresponsive if the irregularity is not material. Only the amounts and
information asked for on the Bid Form furnished will be considered as the bid.
3.3 The Bid Form may require bidders to submit bid prices for one or more items including: 1) lump
sum base bid; 2) lump sum bid alternate prices; 3) unit prices; or 4) any combination of items 1)
through 3) above.
3.4 Bid Alternates: Any bid alternate pricing requested by the CM/GC on the Bid Form should include
all time, material, equipment, supervision, profit, overhead, bonds, insurance, and costs to
complete scope of work. Award shall be based on the lowest responsible bidder submitting a
responsive bid on either the Base Bid only, or Base Bid plus alternate bid, depending on what
option is selected for award.
3.5 Bidders shall acknowledge receipt of any Addenda to this solicitation by identifying the Addenda
numbers in the space provided for this purpose on the Bid Form. Failure to do so may result in
the bid being declared non-responsive.
3.6 All bids shall remain valid and binding for thirty (30) days from bid submission deadline. The
CM/GC/Owner has the option, at any time during the thirty (30) day period to accept or reject a
bid without any change to the bid price.
3.7 All alternate bid amounts requested by the CM/GC on the bid form shall remain valid and binding
for ninety (30) days from date of bid opening or as described in the alternate description itself.
The CM/GC/Owner has the option at any time during this period to accept or reject an alternate
bid without any change in the bid price.
3.8 The Owner through the CM/GC reserves the right to accept or reject any or all bids and waive as
an informality any immaterial irregularities in any bid received.
3.9 Pricing shall include all costs for engineering, labor, material, delivery, layout, supervision,
equipment, hoisting, uncrating, setting, installation, parking, storage, shop drawings, submittals,
samples, mock-ups, overhead, profit, bond, insurance, and other costs necessary to complete the
work, in accordance with the Contract Documents.
3.10 Prior to the bid opening, the CM/GC will designate the official bid clock. Bids not submitted
prior to the time specified in each Bid Package, per the designated bid clock, will not be accepted
or considered and the bid will be returned to the bidder unopened.
