INVITATION TO BID
1.1 PROJECT INFORMATION
A Notice to Bidders: Qualiified bidders are invited to submit bids for Project as described in this
Document according to the Instructions to Bidders.
B. Project Identification: North Spokane Library Remodel.

E. Project Description: Project consists of interior remodel of public and staff restrooms.
1..2 BID SUBMITTAL AND OPENING
A Owner will receive sealed biids until the bid time and date at the llocation indicated below.
Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner,
and delivered as follows:
1. Bid Date: February 14, 2020
2. Bid Time: 2:00 p.m., llocal time.
3. Location: Spokane County Library District; 4322 N. Argonne Rd.; Spokane, WA 99212
B. Bids will be thereafter publicly opened and read aloud.
1.3 PREBID CONFERENCE
A A prebid conference for all bidders will be held at the Project site on February 12, 2020 at 8:00
a.m., local time. Prospective bidders are requested to attend. The purpose of the Pre-Bid
Conference is to allow an opportunity to review actual condiitions affecting the Work, answer
questions, and allow access to view the site and facility.

B. Neither Owner nor Architect assumes any responsibility for errors or misinterpretations
resulting from the use of incomplete sets of Bidding Documents, including but not limited to
drawings, specifications and addenda items.
C. Copies of Bidding Documents available on the above terms, do so only for the purpose of obtain
ing Bids for the Work and do not authorize or confer a license for any other use.
1.5 TIME OF COMPLETION AND LIQUIDATED DAMAGES
A. Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work
within the Contract Time. Work is subject to liquidated damages of $250.00 per calendar day.
1.6 BIDDER’S QUALIFICATIONS
A. Bidders must be properly licensed under the laws governing their respective trades and be
able to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor and
Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the

Statement. Failure to provide Contractor’s Qualification Statement, or true and accurate
information therein, may be grounds for rejection of the bid.
