A. Notice to Bidders: Qualified bidders are invited to submit bids for Project as described in this
Document according to the Instructions to Bidders.

B. Project Identification: HVAC Renovations.

F. Project Description: Project consists of HVAC renovations & upgrades at multiple buildings.


A. Owner will receive sealed bids until the bid time and date at the location indicated below. Owner
will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and
delivered as follows:

1. Bid Date: October 12, 2020

2. Bid Time: 4:30 p.m., local time.

3. Location: Spokane County Library District; 4322 N. Argonne Rd.; Spokane, WA 99212

B. Bids will be thereafter publicly opened and read aloud.

Pursuant to Washington State Governor Inslee’s PROCLAMATION 20-28 dated March 24,
2020, as extended, the bid opening will be done in a remote format via conference call.


A. A mandatory prebid conference for all bidders will be held at the Project sites on October 5,
2020 at 8:00 a.m., local time – starting at the North Spokane Library, then proceeding to the
Otis Orchards Library. Prospective bidders are required to attend. The purpose of the Pre-Bid
Conference is to allow an opportunity to review actual conditions affecting the Work, answer
questions, and allow access to view the site and facility. Airway Heights Library’s mechanical
systems can be reviewed at any time by appointment, during the library’s open hours.

B. Neither Owner nor Architect assumes any responsibility for errors or misinterpretations resulting
from the use of incomplete sets of Bidding Documents, including but not limited to drawings,
specifications and addenda items.

C. Copies of Bidding Documents available on the above terms, do so only for the purpose of
obtaining Bids for the Work and do not authorize or confer a license for any other use.


A. Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work
within the Contract Time. Work is subject to liquidated damages of $250.00/calendar day.


A. Bidders must be properly licensed under the laws governing their respective trades and be able
to obtain insurance and bonds required for the Work. A Performance Bond, a separate Labor
and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of
the successful Bidder.

B. Each bidder is required to submit as a part of the bid, a completed Contractor’s Qualification
Statement. Failure to provide Contractor’s Qualification Statement, or true and accurate
information therein, may be grounds for rejection of the bid.
